Neither the city council, which finances the department, nor the federal government, which has given NYPD more than $1.6 billion since 9/11, is told exactly what’s going on.
Many of these operations were built with help from the CIA, which is prohibited from spying on Americans but was instrumental in transforming the NYPD’s intelligence unit.

Excellent post, Ryan. The AP report, esp., is worth noting for the reason you point out, but also for the AP's apparent absent-mindedness here:
Since the Sept. 11 terrorist attacks, the New York Police Department has become one of the nation’s most aggressive domestic intelligence agencies, targeting ethnic communities in ways that would run afoul of civil liberties rules if practiced by the federal government, an Associated Press investigation has found.
The AP should know that the Feds actually have been doing even more (worse) than merely "targeting ethnic communities." See Tom Engelhardt's "The Pentagon's Fake Jihadists," and RT's "FBI organizes almost all terror plots in the US," which overviews a report by Mother Jones and UC-Berkley's Investigative Reporting Program.
(I should read the whole AP report to be sure the editors did not overlook it; but, from what you've shown here, Goldman and crew may have to write a corrective.)
And kudos for giving Steve Jobs props.

I saw this on Democracy Now! this morning. Very good coverage. They talked with Matt Apuzzo, co-author of the AP story, and a rep from CAIR, a Muslim civil rights group, about the FBI's use of paid informants. Pretty crazy. Here is the show's website: http://www.democracynow.org.
